NOTICE OF ANNUAL TOWN MEETING
TOWN OF RIDGEFIELD, CONNECTICUT
APRIL 24, 2021
Electors and persons qualified to vote at Town Meetings of the Town of Ridgefield are hereby duly notified and warned that the Annual Town Meeting will be held on Saturday, April 24, 2021 at 3:00 P.M. (E.T.) outdoors at 90 East Ridge Road, Ridgefield, Connecticut. Location: Richard Venus Complex on Governor Street under a tent. NO PRE-REGISTRATION IS REQUIRED. Live stream video of this meeting will be available on the Town website. Must be in attendance in order to vote for the following purposes:
1. To consider recommendation of the Board of Finance relative to appropriations for the fiscal year commencing July 1, 2021 and ending June 30, 2022:
Town Expenditures (consisting of Town operating expenditures of $38,250,135 and debt service of $9,789,668 on both Town and Education capital projects): $48,039,803
2. To consider recommendation of the Board of Finance relative to appropriations for the fiscal year commencing July 1, 2021 and ending June 30, 2022:
Board of Education Expenditures: $102,260,087
3. To consider recommendation of the Board of Finance relative to appropriations for the fiscal year commencing July 1, 2021 and ending June 30, 2022:
Planning, design, acquisition and construction of various Town road and infrastructure improvements (including $75,000 for ADA): $1,066,426
4. To consider a Resolution Appropriating $193,684 For The Design And Acquisition Of A Mack Truck, $150,000 For The Planning, Design, Acquisition And Construction Of Sidewalk Improvements And $230,000 For The Planning, Design, Acquisition And Construction Of The Norwalk River Valley Trail And Authorizing The Issuance Of $573,684 Bonds Of The Town To Meet Said Appropriations And Pending The Issuance Thereof The Making Of Temporary Borrowings For Such Purposes (Provided That The Bonds Shall Be Reduced By The Amount Of Any Grants Received For Such Purposes, Which Are Anticipated To Be $150,000 For Sidewalk Improvements and $230,000 For The Norwalk River Valley Trail).
5. To consider a Resolution Appropriating $201,760 For The Planning, Design, Acquisition And Installation Of Scott’s Ridge Turf Field Replacement And $709,500 For The Planning, Design, Acquisition And Installation Of Tiger Hollow Turf Field Replacement And Authorizing The Issuance Of $911,260 Bonds Of The Town To Meet Said Appropriations And Pending The Issuance Thereof The Making Of Temporary Borrowings For Such Purposes.
6. To consider a Resolution Appropriating $164,597 For The Planning, Design And Acquisition Of A Police Body/Dash Camera System (State Mandated) And $360,000 For The Planning, Design And Acquisition Of Police/Fire Initial Architectural Building Plans And Authorizing The Issuance Of $524,597 Bonds Of The Town To Meet Said Appropriation And Pending The Issuance Thereof The Making Of Temporary Borrowings For Such Purposes.
7. To consider a Resolution Appropriating $377,400 For The Planning, Design, Acquisition And Installation Of School LED Lighting Upgrades, $522,887 For The Planning, Design, Acquisition And Installation Of School District Wide Network Infrastructure Upgrades, $100,000 For The Planning, Design, Acquisition And Installation Of East Ridge Middle School Auditorium Upgrades And $349,885 For The Planning, Design, Acquisition And Installation Of An East Ridge Middle School Emergency Power Generator And Authorizing The Issuance Of $1,350,172 Bonds Of The Town To Meet Said Appropriations And Pending The Issuance Thereof The Making Of Temporary Borrowings For Such Purposes (Provided That The Bonds Shall Be Reduced By The Amount Of Any Eversource Rebates Received For Such Purposes, Which Are Anticipated To Be $28,000 For School LED Lighting Upgrades).
Items 1 through 7 on the call of the Annual Town Meeting will be voted upon by a referendum vote on Tuesday, May 11, 2021 between the hours of 6:00 o’clock A.M. and 8:00 o’clock P.M. (E.T.) at East Ridge Middle School. Ridgefield, Connecticut, in accordance with the General Statutes of Connecticut, Revision of 1958, as amended, and pursuant to Section 10-3 of the Town Charter.
8. To consider and vote upon a resolution entitled “Resolution Making Appropriations Aggregating $1,781,244 For The Planning, Design, Acquisition, Installation And Construction Of Various Public Improvements And Equipment And Authorizing The Issuance Of $1,781,244 Bonds Of The Town To Meet Said Appropriations And Pending The Issuance Thereof The Making Of Temporary Borrowings For Such Purposes (Provided That The Bonds Shall Be Reduced By The Amount Of Any Eversource Rebates Received For Such Purposes, Which Are Anticipated To Be $17,900 For Town LED Lighting Upgrades).
9. To transact any other business proper to come before the meeting.
Copies of the Town budget and the proposed bond resolutions are on file and open to public inspection at the office of the Town Clerk.
