About Us
Recognizing a need for affordable, safe housing for senior citizens, the Town created the Ridgefield Housing Authority in 1974, with the mission of developing and managing public housing facilities for seniors in Ridgefield.
The first development under this program, Ballard Green, opened in 1979 with forty independent living residences for seniors (or disabled of any age), built in a beautiful park-like setting on Gilbert Street; in 1982 twenty additional units were completed. Three additional apartments were added in 1983 when the Authority renovated the Ballard Carriage Barn, donated to the Authority by the town. Donated town property became the town’s first two units of moderate-income housing at 21 Gilbert Street in 1986. At Prospect Ridge, a “Congregate” senior facility of thirty-four one-bedroom apartments opened in 1992, providing twenty-four hour supervision in case of emergency, housekeeping services, and a common dining room offering one meal a day.
Reflecting the Town’s commitment to provide reasonably priced family housing, the Authority opened twenty newly constructed one to three bedroom family apartments at Prospect Ridge in 1992 and a family unit in 1996 using a town-donated house at 27 Gilbert Street.
The Authority provides housing under the Congregate, Elderly, Affordable, and Moderate programs. Eligibility requirements vary by program and are based upon criteria mandated by the State of Connecticut, Department of Economic and Community Development (DECD), and the Connecticut Housing Finance Authority (CHFA), but all include income, family size, age, and other factors.

Meetings are held monthly on the second Wednesday at 7:00 PM at the central office at Ballard Green, and are open to the public. Anyone requiring special assistance due to disability is asked to contact the Ridgefield Housing Authority office at (203) 438-9845 between the hours of 9:00 AM – 3:00 PM.
